OUCC Sets New Benchmark for Petrochemical Safety with AI-Powered Industrial Safety Solutions

OUCC Sets New Benchmark for Petrochemical Safety with AI-Powered Industrial Safety Solutions

Amid the growing wave of industrial transformation and sustainable operations across Taiwan, Oriental Union Chemical Corporation (OUCC) continues to lead the way. Recognizing the highly complex and hazardous nature of the petrochemical operational environment, OUCC prioritizes workplace safety as a core pillar of corporate governance alongside low-carbon production. Recently, OUCC successfully completed its "Chemical Plant Real-Time Risk Detection and Safety Management Project" at its Linyuan Plant, deploying cutting-edge technologies including AI vision analytics, geofencing, and safety knowledge graphs. This milestone seamlessly integrates ESG (Environmental, Social, and Governance) principles into daily operations, establishing a new "Safety × Technology × Sustainability" paradigm for Taiwan's petrochemical industry.

Strategic Core: Shifting from Reactive Response to Proactive Warning Safety in petrochemical facilities remains a paramount concern for all stakeholders. Launched in 2025, OUCC's safety project centers on eliminating the potential for human error. Recognizing the limitations and fatigue associated with traditional manual inspections, OUCC deployed AI vision recognition systems and virtual geofences across high-risk zones, starting with its Ethylene Oxide (EO) storage tanks and acid/alkali processing areas.

Utilizing Large Language Models (LLMs), OUCC transformed complex safety regulations and historical accident data into an intelligent "Safety Knowledge Graph." This shifts safety management from single-point video surveillance to a logical, brain-like decision-making system capable of real-time, predictive, and traceable monitoring.

Environmental (E): Digital Transformation Drives Environmental Risk Control In environmental protection, industrial safety and eco-preservation are intrinsically linked. Early intervention during critical windows prevents minor incidents from escalating into chemical leaks that impact local ecosystems and air quality:

  • Precise Anomaly Capture: The AI system provides 24/7 continuous monitoring of restricted areas. Instant alerts trigger if personnel enter restricted zones, fall, or perform unauthorized operations.

  • Quantifiable Environmental Benefits: Since implementation, the incident rate in target areas at the Linyuan Plant has dropped by approximately 40%. This reduction minimizes environmental cleanup costs and mitigates regulatory risk, achieving environmental risk reduction at the source.

Social (S): Human-Centric Culture Backed by Smart Safety Social responsibility centers on employee well-being and occupational safety:

  • AI PPE Recognition: The system verifies complete Personal Protective Equipment (PPE)—including hard hats, protective suits, goggles, face shields, gloves, and safety shoes—with an accuracy rate of 95.07%.

  • Smart Safety Expert Assistant (LLM): By integrating LLMs with Standard Operating Procedures (SOPs), Occupational Safety and Health Administration (OSHA) regulations, and internal historical data, OUCC created an expert system. New employees and contractors can instantly query safety protocols via voice or text, accelerating training efficiency and enabling digital knowledge transfer.

Governance (G): Digital Transparency and Operational Efficiency From a corporate governance perspective, OUCC demonstrates rigorous data security and resource allocation:

  • On-Premise Security & Transparency: To protect proprietary trade secrets, the system is fully deployed on-premise with multi-layer firewalls. Encrypted AI alert logs provide an auditable trail that complies with IFRS sustainability disclosure standards.

  • Tangible Financial Returns: Automated AI monitoring replaces repetitive manual patrols, generating estimated labor cost savings of NT$2.4 million annually—proving that ESG investments yield tangible operational returns.

Future Outlook: Expanding Technical Dividends Across the Supply Chain The success at the Linyuan Plant serves as a blueprint for future expansion. OUCC plans to replicate this smart safety architecture across additional production lines within the group and eventually share technical parameters with supply chain partners to elevate safety standards industry-wide.

Moving forward, OUCC will disclose quantitative safety milestones in its annual ESG reports. Facing the dual challenges of climate change and energy transition, OUCC remains committed to leveraging technology to bolster operational resilience and write a new chapter in smart, sustainable petrochemical manufacturing.
